-Collaborated with the Notre Dame of Dadiangas University – College of Engineering, Architecture, and Technology in managing the capstone thesis projects of all 31 students taking up Bachelor of Science in Information Technology; Conceptualized the design and flow of 10 web applications for development of NDDU BSIT students completed in December 2024, to wit:

-Assumed the responsibility of being the focal person in NEDA’s 2023 Electronic Innovation -Grants Information System (EIGIS) with the CMO-ICTD entry: “Integrated Barnagay -Management Information System Implementation Project.”

Successfully accomplished the CMO-ICTD Operation Plan for 2023 and promptly submitted it to the City Mayor’s Office for approval

Initiated the crafting of the city’s Information System Strategic Plan for 2023-2025 for submission to DICT

Drafted an executive order “TO IMPLEMENT THE INTEGRATED BARANGAY MANAGEMENT INFORMATION SYSTEM (IBMIS), A HYBRID SYSTEM  AND WEB APP DEVELOPED IN-HOUSE BY THE CMO-ICTD TO BE INSTALLED ACROSS THE 26 BARANGAYS OF GENERAL SANTOS CITY  INTEGRATING THE OPERATION, BUDGETING, AND ACCOUNTING OF THE BARANGAY” and submitted to the City Mayor’s Office for approval

Initiated an exciting collaboration project with the talented students from Goldenstate College’s BSIT program, tasked with overseeing the development and implementation of various systems and apps and diligently to bring these innovative projects to life:

The original CMO-ICTD 2013 rules and regulations, plans, policies, strategies, techniques for managing the hardware, software, peopleware, and dataware components of computerization have been thoughtfully restored, ensuring a positive and efficient approach.

Changed the vision and mission statements for 2022 and beyond, with a renewed focus on the city’s digital transformation through the strategic implementation of e-government frameworks.

Revamped the official website of General Santos City, invigorating it with the creation of subdomains for all departments and divisions under the City Mayor’s Office, as well as the special programs or projects initiated by the local chief executive.

Successfully completed the required task of addressing all 29 corrective action reports of the office, in accordance with the ISO 9001:2015 certification process.

Introduced improvement projects as part of the continuous plans as required by ISO 9001:2015, bringing forth a proactive approach to enhance processes and achieve excellence.

  • Crafted the Mission-Vision Statements of ICTD based on City Ordinance No. 14Series of 2012
  • Established GSC Hierarchy of ICT Needs; Developed own SDLC to fit into the local requirement and actual needs
  • Directed 12 system developers and analysts, 5 hardware specialists and around 20 OJT’s in various IT projects
  • Managed the team to complete 10 full-featured Windows-based in-house developed system implemented in 2013-14 across the 24 LGU-GSC departments and 12 on-going systems for development
  • Created the ICTD Academy to sustain IT Human ResourcingAnchored the team’s IPCR to receive ‘Outstanding Rating’ in 2014 SPMS


CITY MAYOR’S OFFICE. LGU General Santos City. Executive Assistant for IT
June 2011 – May 2013

  • Conceptualized 16 training designs from basic to advance computer education including robotics for high schools for in and out-of-school youths, teachers, employees, Fafcebook for Senior Citizens and persons with disability (PWD)
  • Supervised 25 staff in the general administrative and technical office operations
  • Coordinated with 26 public high school principals and ICT coordinators, 69 elementary school heads in the scheduling and actual hands-on training
  • Created the plan, assisted Mayor Darlene Antonino – Custodio in the establishment of 61 speech-computer laboratories across the 26 barangays through the S.H.E.E.P. Computer Literacy Program
  • Spearheaded the plan, design and implementation of more than 85 webpages of the public schools and the Office of the Senior Citizens Affairs, GSC Police Office, and Division of City Schools
  • Responsible in outreaching of around 15,00 participants in various computer trainings including the Summer 2012/2013 Multimedia Boot Camp for students and other sectors of the city
  • Wrote the article “How the SHEEP-CLP Evolved From 1999-2013”

July 1998 – June 2001

  • Assisted Hon. Adelbert W. Antonino to plan and implement the pioneer S.H.E.E.P. Computer Literacy Program; organized the establishment of the first 16 computer laboratories for public high schools; supervised the operation of the program with 16 computer teachers and admin staff
  • Programmed and implemented the Document Tracking System developed in Visual Basic 4 with Access97 database to address the monitoring of correspondence of the local executive’s office


ELIZABETH HOSPITAL INC. General Santos City. Programmer-System Analyst

  • November 2009 – 2010. Implemented the Nurse Information System in an attempt to simplify and reduce the repetitive tasks in encoding basic information into various sheets for vital signs, I&O, medication sheets and notes.
  • January 2007 – 2010. Implemented the Electronic Medical Record, an auto-report generator developed in Visual Basic 6 with SQL Server backend encompassing different modules from admission to discharge and across auxiliary departments and units for an accurate, timely, and efficient data retrieval
  • January 1997 – present developed and currently maintaining the Employee Payroll System – a Visual Basic 4 MS Access97 in-house developed program of the 1000+ round-the-clock hospital employees.


HOLY TRINITY COLLEGE. General Santos City. Programmer-System Analyst

  • January 1997 – 2004. Developed the Student Registration System – to efficiently manage the grades and financial accounts of almost 1000+ students from elementary, high school and college interfacing the registrar’s office to the accounting office.


GENERAL SANTOS HARBOR PILOT ASSOCIATION. Makar Wharf GSC. Analyst-Programmer

  • 1997-2000. Developed the office’s Billing, Cash Receipts and Receivable Systems to all shipping lines using the harbor pilot’s services in all incoming and outgoing vessel docking at Makar Wharf with a minimum of three shipments a day

SOUTH COTABATO INTEGRATED PORTS SERVICES, INC. (SCIPSI). Makar Wharf GSC. Programmer

  • 1997-2000. Assisted the team in developing the integrated payroll system of stevedoring jobs from piece-work, monthly, per voyage of around 1000 stevedores with frequency of three vessels per day.
  • Handled the Accounts Payable and debugged the Billing and Accounts Receivable Systems.

DOLE ASIA LIMITED (TropiFresh) Polomolok, South Cotabato. Application Programmer

  • Created the Asparagus Nutrients Database reports using SQL*ReportWriter under HP-UX / Oracle 6.0 environment
  • Team member in the implementation of JD Edwards Financial System
  • Point person in the set-up of more than 100000 records of the JDE Address Book covering all departments of Dole Philippines: DoleFil, TropiFresh, Stanfilco, Seafoods, and critically file transferred in f different environments from: PC to AS/400; HP to PC to AS/400; Systems36 to PC to AS/400 using Rumba’s FTP
